This comes in the aftermath of a historically dysfunctional 88th Legislative session where Phelan helped Democrats defeat key border security legislation and led a failed impeachment of Texas Attorney General and border security champion Ken Paxton.

In the aftermath of Phelan’s withdrawal, Dustin Burrows, a key Phelan ally, immediately solicited the support of Texas House Democrats to gain a majority of the body with their support and a small minority of Republicans.

A secret ballot vote from the Texas House GOP caucus is coming tomorrow, and currently challenger David Cook holds pledges from 48 of the 88 members of the caucus, a majority that should secure the speakership under caucus rules.
